BSA provides a broad
range of analytic and strategic consulting services to the crude oil
and products transportation sector of the energy industry. BSA’s
experience ranges from the rate and regulatory analysis to pipeline
asset valuation expertise. Our key people have provided consulting
services and testimony on all facets of the oil pipeline industry,
including rate design, rate of return, competition, market power
analysis, prices and forecasting, valuation, due diligence and
litigation support. Recent BSA oil pipeline projects have included:
 | BSA assisted a private investment
firm in strategic analysis and evaluation of all aspects of a
7,000-mile crude oil pipeline system under consideration for
investment. Our analysis included rate and regulatory matters,
competition, valuation of assets and safety, risk and litigation
issues, among other things.

Alaska Pipeline
System (TAPS) – We directed the cost of service studies,
testified, and
supported litigation, discovery and strategic analysis for
intervenors in the TAPS general rate cases heard before the Regulatory
Commission of Alaska and the FERC.

| Olympic
Pipe Line Company – BSA provided expert testimony on rate and cost
of service issues, and we provided litigation, discovery and
strategic support for an intervener in three rate proceedings held
at the Federal and State jurisdictional levels.
We continue to support our client in the auditing and monitoring
phases of the rate settlement agreement.

principals conducted market power studies and filed expert testimony
before the FERC in support of market based rates for a major product
pipeline serving U.S. mid-western
markets.

behalf of a client
in Canada, BSA conducted a series of analyses concerning natural gas
liquids (NGL) transportation netbacks from key U.S. market centers.
